The pamphlet was written in response to the reactions of the time regarding the "settlement" (settlement and provision of work) of refugees and immigrants from Thrace, Bulgaria and Serbia, who fought for liberation, within the Greek state.

It shows wear and stains. The first 4 pages are torn at the bottom right without affecting the text.
