The document bears the signature of the Mayor, Georgios Roufos and beautiful seals.

Georgios Roufos (1841-1891) was the son of Benizelos Roufos and Maria Kountourioti. He led, together with his brother Athanasios, the eviction of Otto from Patras. After the death of his father, in 1868, he assumed, together with his brother, the co-leadership of the Roufos party. In 1869, he was elected Mayor of Patras for the first time. In total, he served three times as mayor of Patras and, together with his brother Athanasios Kanakaris Roufos, they are considered the reformers of Patras. Before he died, he donated the Roufos family's ancestral home in the Upper Town, which today houses the Roufio Elementary School, to the Municipality of Patras.
