The Francophile Phanariotis prefect of Athens during the National Uprising of 1821, plenipotentiary of the Greek state in Britain in 1830-1832 and consul of Greece in Odessa in 1834-1836, Ioannis Georgiou Soutzos(1790-1836) warns Ioannis Kolettis(1774-1847 ) not to act prematurely against the Governor of Greece Ioannis Kapodistrias (1776-1831), while drawing attention to the opposition parties, in order to wait for the adoption of a Constitution in time, as well as that any moves against the Governor - at the moment when in London the processes for the borders of the Greek state and the taking of loans for the armed forces and the exercise of policy in favor of the primary sector - will be fatal for the country.
